Is "signing for development only" the same as "signing in debug mode"?
Or more accurately; Can I distribute an APK "signed for development only" via download, everywhere, but not the Play Store?

Yes, that has been my experience.
i.e. I distribute the .apk to friends and family from my own site.
I'm not interested in the play store at all.
